eCMS is ERCA’s new Electronic Customs System which will replace the current ASYCUDA. eCMS is a complete automated Customs Clearance system powered by Webb Fontaine’s Trade World Manager TWM software platform. eCMS covers all Customs Regimes Import, Export, Transit, Warehousing and others. The Clearing Community and Traders can access eCMS via a web based portal TPM located on customs.erca.gov.et
ERCA have organized a Training program for Clearing Community (Transitors) on eCMS. This eCMS Training Program was started on July 2017 and so far Over 100 Clearing Agencies and 150 Transitors have been trained. The Training Course is 1 full day and delivered 3 days each week (Monday, Wednesday, Friday).

In order to submit new declaration in the new eCMS system, you need as a transitor to have a username and a password. For you to collect it, you need to have attended a training course with ERCA and then, once you have attended it, you need to come to ERCA Directorate of Customer Services in ERCA headquarters in Megenagna to collect, upon presentation of your customs ID, your username and your password.
If DCS doesn’t have your username and password ready, it means you have to apply for training first.

eCMS launch is performed in stages, with a pilot stage focusing on the Galafi – Kaliti corridor. This means that only multimodal import transactions, for a given list of importers are to be processed on the Customs Trade Portal (CTP). For any transaction however for which the previous document has been processed in A++, then the declaration still has to be completed in A++.

The following table displays the differences between documents references in A++ and TPM. For you to know if a declaration previous document was processed in Customs Trade Portal (CTP) you can do as follow:
Ex.: Previous IM8 reference is “2017 AAK T 32213”, I now need to declare an IM4 (CPC 4081). This IM8 reference corresponds to an A++ reference (serial is “T”), therefore I need to process this IM4 in A++.
Ex.: Previous IM7 reference is “2017 AAK00 7 122”, I now need to process an IM4 (CPC 4071). This IM7 reference corresponds to a new CTP reference (serial is “7” instead of “S”), therefore I need to process this IM4 on CTP.

Should you require support in submitting a declaration into the new system, a DTI area has been set-up at the 4th floor in the new Kaliti ERCA office. There, computers and officers will be available for you to submit your document.
The DTI area in Kaliti new office can also help you by providing computers and connectivity to the system so you can still submit your document, should you have no connection from your own premises.
